Terrorismhasintroducednon-stateactorsontotheglobalstage.Terroristgroupsexploitinternationalconflictsandcontinuallyevolvetheirstructureandmethods,soastorendertheinternationalcommunitypowerlesstodefenditselfeffectively.Toprotectthemselvesagainstterroristssomecountriessolelyfocusondefense,leavingterroristgroupsfreetoexpand.Theinternationalcommunityneedstourgentlyaddressfactorsaffectingthefightagainstterrorismincluding'doublestandards'.
